Justice B.O. Quadri of the Federal High Court siiting in Abuja on Tuesday granted the request seeking to serve court processes on Nnamdi Kanu and the Indigenous People of Biafra (IPOB) through substituted service, Nigerian Politics Online reports.
This was as the judge ordered that other respondents in the matter, namely: the Inspector-General of Police, the Commandant General, Nigeria Security and Civil Defence Corps and the Attorney-General of the Federation be served personally.
The order came on the heels of an ex-parte application by Mr Richard Ndubuaku for an order of court for substituted service of all the processes of the court on the defendants by publishing them in two national newspapers.
Ndubuaku, who made the application through his counsel, Mr Smart Iheazor, also asked the court to make an order restraining the respondents, whether by themselves, members or agents from disrupting the forthcoming Anambra election.
He also asked the court to make an order restraining Kanu and all members of IPOB from interfering, intimidating and harassing all registered and eligible voters in the Nov. 18 Anambra election.
Ndubuaku further asked the court to prevent Kanu and IPOB from mobilising its members either by threat or undue influence to scuttle the election, pending the determination of the originating summons.
“From the antecedents of Kanu and the activities of IPOB, they are capable of carrying out their threat”, he said.
“Serving the processes of this suit on the them by publishing in two national newspapers will bring same to their knowledge as it will be dangerous and difficult to effect personal service on them.
“The applicant has several businesses and business interests and houses in Onitsha and Awka with over 100 staff that will be affected if the threats of Kanu and IPOB are carried out.”
The judge, however, only granted the order of substituted service on Kanu and IPOB, and refused all the other reliefs sought by the applicant and asked that all parties in the suit be put on notice.
He adjourned the matter to October 10 for hearing.

Standing under the shower is not enough – invest in a brush or electronic cleaning device so that you can give your décolletage a deep clean to remove dirt and to exfoliate and unblock pores. This area should be treated just as you would treat your face.
Upgrade your products
Think that using your regular old body lotion is enough to keep the skin on your chest looking firm and fabulous? Think again. Skincare doesn’t stop at the neck, and to stop this area from ageing prematurely you need to either invest in a cream that is formulated specifically for this area or, at the very least, extend the same products you use on your face downwards.
Tone as you go
While you are applying your products is also a great time to do some stretches that can help to keep the neck and chest area toned. When you are rubbing in cream, tilt your head back, relax your upper body, and open and close your jaw with your mouth tensed. This helps to strengthen the cords in your neck and keeps your skin more supple.

According to a report by Daily Trust, President Muhammadu Buhari says his administration will keep doing its best to provide sustainable solutions to the nation’s challenges.
His Senior Special Assistant on Media and Publicity, Malam Garba Shehu, in a statement, quoted him as saying this on Monday while receiving associations of farmers, businessmen, youths, elders and politicians from his country home of Daura, Katsina State.
President Buhari, who assured Nigerians of his commitment to serving the nation, attributed his recent recovery to a divine act of the Almighty God.
Buhari noted that he returned to the country with renewed hope and strength to pursue policies that would improve the livelihood of the people and reposition Nigeria for good.
He said: “Considering the challenges we are facing as a nation, we have been doing our best to provide sustainable solutions, and we will keep doing our best.
“I am happy you came here today, and I am thankful for all the prayers. You are leaders of various groups at the grass root, and you are closer to the people so you understand these problems as well. We need your support.”
In his remarks, the leader of the group of associations, Zannan-Daura, Alhaji Sani Ahmed Daura, said the president’s return signalled God’s interest in turning around the fortunes of the country.
“On behalf of all the elders here, we are grateful to God you returned alive, and in good health,’’ he said.
Daura, a former Assistant Inspector General of Police, said the President’s life of patience, endurance and contentment was exemplary, praying that God would give him more strength and wisdom to lead the country.
Earlier, President Buhari had received the Emir of Katsina, Alhaji Abdulmumini Kabir Usman and his entourage.
