Adebayo Shittu, Nigeria’s minister of communications who played a prominent role in Buhari’s 2015 campaign, has said he would chair a group to support the re-election of the president and Vice President Yemi Osinbajo.
Such campaigns by supporters often pave the way in Nigeria for a president to declare his intention to run again.
Analysts say the fact that Shittu has discussed campaign arrangements with Buhari and then made it public is a sign that he may have given his approval.
Nigeria will hold presidential elections on Feb. 16, 2019 and parties have between Aug. 18 and Oct. 7 this year to select their candidates.

Governor Ayodele Fayose is battling to douse tension created by the reported killing of a herdsman in Oke Ako-Irele, Ekiti state, Vanguard Nigeria reports.
He confirmed the report of the killing of the herdsman in one of his tweets.
Pleading for understanding and peace, he tweeted: “I want peace in my state and everybody living here is from Ekiti whether you are Fulani, Tiv, Yoruba or anybody.
“Cow matter can’t cause problem between us. Oke Ako-Irele issue should not be allowed to fester. Cooperate with us and whoever kills would be fished out.’’
The governor confirmed holding an emergency meeting with all stakeholders to prevent a reprisal.
“To prevent reoccurence, I met with representatives of Fulani herdsmen under the aegis of Miyetti Allah Cattle Breeders Association of Nigeria, farmers, local hunters, security agencies and the Tiv community in the state,’’ he said in another tweet.
“On Monday night, I was told about the killing of one Fulani man in Oke Ako. They claimed it was a Tiv man that killed the Fulani man.
“I want the killer arrested & prosecuted. I won’t accept killing of anyone here in Ekiti. Be you Yoruba, Fulani, Tiv or Igbo, I must protect your life,’’ he tweeted.
The victim, Mr. Babuga Dengi, was reported killed on Monday in Oke Ako in Ikole Local Government Area of the state.
Amid concerns about a reprisal attack, the Ekiti State governor, Ayodele Fayose, summoned a late night meeting on Tuesday to forestall a degeneration of the situation.
He told a meeting of the Fulani and the Benue communities on Wednesday in Ado-Ekiti that no bloodshed should be entertained as the killer of the herdsman would be fished out and punished.
Fayose had recently raised the alarm of an impending invasion of his state by Fulani herdsmen, and urged local hunters to rise up to protect the people.
He has also been outspoken in condemning the killings in Benue State by the herdsmen.

US President Donald Trump warned Thursday of the “devastating” consequences of a government shutdown even as he lobbed wrenches into intense Republican maneuvering to avoid a politically embarrassing funding debacle.
With the federal government set to run out of money at midnight Friday, the president added to the chaos with a burst of early morning tweets.
He second-guessed Republican leaders in Congress and slapped down his own chief of staff who had been leading a White House push on Capitol Hill for a budget compromise.
Arriving at the Pentagon for a visit, Trump told reporters the government “could very well” shut down Friday.
The House of Representatives was expected to vote as early as Thursday on a short-term funding measure, but it was unclear if Republicans had the votes to prevail.
In the event of a shutdown, federal employees for agencies considered non-essential are ordered to stay home until a budget deal is struck, at which point they are paid retroactively. The most recent shutdowns — in 1995, 1996 and 2013 — saw some 800,000 workers furloughed per day.
Key government bodies such as the White House, Congress, State Department and Pentagon would remain operational, but would likely furlough some staff. The military would still report for duty, but troops — including those in combat — would potentially not be paid.
The finger-pointing had already begun, with each side blaming the other for a failure to reach a budget compromise after three previous funding extensions.
“A government shutdown will be devastating to our military… something the Dems care very little about!” Trump tweeted.
And yet in another tweet, Trump criticized the Republican short-term funding measure, opposing a sweetener intended to make it hard for Democrats to vote against it.
House Speaker Paul Ryan said later he had spoken to the president, and insisted: “He fully supports passing what we’re bringing to the floor today.”
Bargaining chip
The sweetener is a six-year extension of a popular children’s health insurance program, known as CHIP, a program Democrats have worked hard to protect.
But Trump insisted: “CHIP should be part of a long term solution, not a 30 Day, or short term, extension!”
Republican Senator John Cornyn quickly corrected Trump in a counter-tweet: “The current house Continuing Resolution package has a six-year extension of CHIP, not a 30 day extension.”
Nancy Pelosi, the top Democrat in the House, dismissed the Republicans move on CHIP as “like giving you a bowl of doggie doo, put a cherry on top sundae. This is nothing.
“This CHIP should have been done in september,” she told reporters.
Up against a similar deadline last month, lawmakers had passed a short-term resolution to keep the federal government funded until January 20.
Many Democrats are already opposed to another short-term fix, leaving Republicans to rely on their own divided caucus to advance the measure.
If it fails, Democrats will gain greater leverage to insist on a funding compromise that includes protection from deportation for the so-called “Dreamers,” the estimated 700,000 immigrants brought to the United States illegally as children.
Negotiations on a bipartisan compromise that includes a fix on DACA, as the Deferred Action on Childhood Arrivals program is known, collapsed in acrimony at a White House meeting last week.
Trump’s reported reference to African nations and Haiti as “shithole countries”ignited a still smoldering political firestorm.
No ‘evolution’
White House chief of staff John Kelly met Wednesday with the Congressional Hispanic Caucus to make the case that Trump had “evolved” on his signature campaign promise to build a wall the length of the US border.
Funding for border security, but not a full-blown wall, was part of the bipartisan budget compromise presented at last week’s contentious White House talks.
Participants at the meeting with Kelly quoted the retired general and former head of the Department of Homeland Security as saying Trump was not “fully informed” when he made the wall promise.
But Trump hit back on Twitter Thursday.“The Wall is the Wall, it has never changed or evolved from the first day I conceived of it,” he wrote.
“If there is no Wall, there is no Deal!” Trump said in another tweet that described Mexico as “now rated the most dangerous country in the world.”
Mexico once again said it would not pay for the wall, despite Trump’s repeated insistence that it will.
The mixed messages from the White House prompted a rebuke Wednesday from frustrated Senate Majority Leader Mitch McConnell.
“I’m looking for something that President Trump supports, and he’s not yet indicated what measure he’s willing to sign,” McConnell told reporters.
“As soon as we figure out what he is for, then I would be convinced that we were not just spinning our wheels.”

Award-winning South African hip-hop act, Cassper Nyovest has shared his thought on what he thinks about the rivalry between Nigerian and South African rappers.
The South African rapper who won the Best Hip Hop act award at the just concluded Soundcity MVPs spoke with Pulse NG in an interview, where he said Nigerian rappers are not popular in his home country.
According to him, South African Hip-hop is in the forefront of African Hip-hop in general. “It might not be as popular as it is in South Africa in Nigeria. But I know for a fact that the rappers from Nigeria are kinda unknown in SA,” he says. “If we talk about crossing over, I know that a lot of people in Nigeria know about my music. I know that in Kenya and Ghana it’s the same thing.
“I’m not just talking about me, I’m talking about the movement. Sarkodie is big in Ghana, but are there other rappers who are as big as Sarkodie from Ghana? The South African Hip-hop movement is big across, also in London, New York…we are out there performing in different countries.”
“Me saying that might offend people here. They might feel that I’m taking shots at Nigerian music. But that’s not the deal. If we are to discuss in terms of numbers and appeal across the world, it’s just the way it is.”
Reacting to M.I Abaga’s call to Nigerian rappers to infuse more rap into their music, Cassper said: “If I decide to rap on a beat like Davido’s ‘Fall’, which is more like Afro-pop, is it not Hip-hop? I don’t know, I’m not the one who came up with a set of rules. For me, it’s still Hip-hop because it is a rapper. I can decide to rap on anything. I just use it as a beat and rap on it. It doesn’t have to be a certain kind of beat.
“At the end of the day, it’s each to his own. If M.I feels like that’s his opinion, that’s his opinion. For me, anyone can rap in any language that is dope. If you say it’s Hip-hop, then it is Hip-hop.”
“I ask him about the popular trend in Nigeria where rappers tweak their artistry to become singers. Cassper says “It’s none of my business.”
Although, he also shares an important point: “I don’t think rappers must not sing. If you want to sing, you could sing. But if you are a rapper, we still need to hear you rap. You can’t sing all the time. We have to hear you rap because you need to rap for us to call you a rapper. If you sing all the time that means you are a singer now.”
